Unfortunately, there is probably not much you can do without involving the 3rd party that built the app. We can't help because we have no idea how they implemented the APIs and even if you find what is causing the error (see below), the fix may require intervention by the third party.
Vendor code errors are caused by the database client and are passed by crystal reports unmodified. E.g.; you have to search google (e.g.; DATABASE VENDOR CODE :655O) or your db documentation for what the error means.
Bottom line is; talk to the 3rd party.
